Bulacan is a barangay of the philippine municipality Payao in the province Zamboanga Sibugay in Zamboanga Peninsula
which is part of the Mindanao group
Bulacan belongs to the barangays of Municipality Payao which are in the outlying area.
The municipality Payao with a population of about 27,623 and its 29 barangays belong to the partly urban areas in the Philippines. While some of the barangays developed modern urban structures, some others, especially those which are seated in the outlying areas, remained rural. By the end of 2007 Bulacan had 1,170 residents.
